In my case I update 5 modules, I have wiped out the user dir. After the inital screen showing the 5 new modules to install, pressing Next, The License Agreement screen sometimes does not pop up at all, and other times it pops up with blank licenses and only 1 module in the picklist of modules (should be 5 in this case).
The above bug report was last updated Dec 2015, and all reported here did have this behavior on a Mac. I run on a Windows box and see the exact same.
Any of you having seen this and found an explanation/workaround ?
It goes without saying that I have checked that the licenses are correctly referenced in the update.xml file and are located on the Update Center webserver under a folder called "licenses" in the folder with all the nbm files.
